Abstract: This is a Report of the High Level Panel on Financing for a Water Secure World (HLP), focusing on how water infrastructures can be financed. The title might suggest it's about water security, but in fact it's centrally about water financing, including water and sanitation services. Reading the whole document would be time-consuming and heavy going: but if you dig into it, there's lots of very useful review information on financing mechanisms for water and sanitation. Throughout the text, there are rather frequent recommendations of taxation to support public services (e.g. the Californian Public Goods Charge model); but the final recommendations ("Agenda") focus largely on private finance and PPPs.
