ABSTRACT:
  It is well known that very many people (upwards of 2.5 billion) do not have access to ‘improved’ sanitation. Instinctivelywe also know that it is the poorest who are worst affected, and a recent study of access to sanitation in Africa confirms this. Clearly action is needed, and a key element in making progress is the need for both more money and better targeting of that money to achieve improvements which benefit the poor. This document is an introduction to part of the discussion about financing for sanitation and has a particularfocuson the thorny issue of sanitation subsidies.
