ABSTRACT: The role of local and regional governments in financing the SDGs is key, and the GTF recommends that measures should be undertaken to lay a stronger foundation to facilitate their ability to contribute to the financing of development. One of their key recommendations is that domestic resource mobilisation be increased and that local and regional governments be given a more prominent role. Local taxation can be increased through appropriate fiscal reforms and fiscal decentralisation, for example through providing local governments with adequate powers and capacities to raise revenues such as tax, non-tax and user charges.
